There is no published evidence that this is the case, so those making the claims have nothing to base the claims on. There is one unpublished study that show no change in the toe plantarflexion strength, which is partially contributed to by the intrinsic muscles, with the use of foot orthotics. This means that the claims of foot orthotics affecting intrinsic muscle strength.
